Writing an Explanation Essay: Why does poverty exist in the Philippines? Poverty is a social problem with the fact that most of the people have limited economic resources and their standard of living is low. The people have been deprived of modern facilities in education, health, communication and good food. Such people are worried due to lack of income resources and they are unable to fulfill their needs to live a life parallel to their neighbored. Poverty is a social problem because these people lag behind the advancing people and do not understand the ways of progress. They are mostly frustrated when their needs of life are not fulfilled. In frustration they become aggressive and may commit such acts which are criminal in nature. Due to hatred by others they take reaction and get into criminal activities. Why poverty is not a personal choice, but a reflection to society? For me if poverty was a personal choice, nobody would choose to be poor. Poverty only exists when there is wealth, often accumulated on someone’s hand. There can be personal failures but the main reason is inequality. The top class has more than they can spend but compelled by their bad nature in having both of their hands in the front and back pocket of the poor by fees, taxes, or whatever to keep them down.

What causes poverty? The main causes of poverty in the Philippines are “low to moderate economic growth for the past 40 years, low growth elasticity of poverty reduction, weakness in employment generation and the quality of jobs generated and failure to fully develop the agriculture sector. High inflation during crisis periods, high levels of population growth, high and persistent levels of inequality (income and asset), which dampen the positive impacts of economic expansion and recurrent shocks and exposure to risks such as economic crisis, conflicts, natural disasters and environmental poverty.” (ADB 2009) What will be the effect of poverty in our life? Poverty has been a problem for many years. It affects a large percentage of today’s world population. And it will continue to expand. No matter how many income people get, there will be people who can’t afford enough food, water and shelter. The poverty line was placed at P8, 885 per person per year, equivalent at the prevailing exchange rates to about $340 per person per year, or less than a dollar per person per day. When your income level is below the poverty line, you are then considered to be poor. The mass of the population is struggling to ensure their children’s and their own survival. “For many people the daily task is merely to find enough money to buy food to stay alive, to feed their children, and to pray that sickness and disease are kind enough to pass them by.” (Davis 93) The poor have the highest fertility rates and the most children to support. Over half of the population is currently below the poverty line, and almost a third lives below subsistence. Poverty is most severe in rural areas, where an increasing number of the rural poor rely on fragile resources. Population growth rates are particularly high among the rural poor.” (Cruz et al. 15) Living conditions in the Philippines are almost unbearable for most people living there. Even though they have nothing more, they wish that they could just have enough room in their houses to do what they need to do. “Slums and squatter areas are found throughout the towns and cities of the Philippines, dwelling places of tin, wood, nipa, plastic sheeting or concrete blocks built around open sewer drains and pitched anywhere a family can find space to erect a shack.” (Davis 63) The Philippines can overcome poverty. One of the key strategies to help bring down poverty in the Philippines is providing birth control to the poor. Providing birth control is a powerful tool for families who now have full control over family planning. The hope is by giving the women and family units more control, they will have fewer children. This, in turn, will mean that families can provide more responsibly. “Creating more jobs and improved productivity and invest in health and nutrition while focusing on reducing poverty. If the government is able to execute its plans successfully, it is capable of reducing poverty in the Philippines by 13 to 15 percent by 2022.” (Jennifer O’Brien 2019) “Reduce the tax rates. This will mean more Filipinos get to keep more of their income instead of handing it to government. The more income people are able to keep, the faster they rise out of poverty. Remove protectionist regulations such as Sections 10 and 11, Article 12 - National Patrimony, 1987 Constitution. These provisions only protect the Filipino businessmen at the expense of Filipino consumers. By opening the economy, foreign enterprises can compete locally to provide more affordable goods and services. Filipino job seekers will also have more choices of jobs when Filipino businesses aren’t willing to provide Filipino workers a wage that compensates their economic contributions.” (Warlito Nobleza Vicente – Practical solutions to poverty in the Philippines)...
