Foreword

»Dve tisoč let je že poteklo, ko so zmagonosne rimske legije prodrle v naše pokrajine in na mesto, kjer sedaj bela Ljubljana stoji. Prišedši semkaj, spoznali so praktični Rimljani takoj, da tukajšnja voda ni pitna, da ni zdravju ugodna. Zbrali so torej blizu Podutika več studencev, katerih jeden se še dandanes ‘Rimski studenec’ imenuje, napeljali je v novo mesto in tako prebivalce preskrbeli s svežo, zdravo vodo. /…/ Dasi je potreba zdrave vode ostala istotako pereča, kakor za vlade Rimljanov, vendar skozi dolga stoletja ni bilo nikogar, ki bi bil skušal odpraviti ta nedostatek.« Tako je 28. junija 1890, dan pred svečanim odprtjem ljubljanskega vodovoda, poročal časopis Slovenski narod in njegovo zgraditev razglasil za »velevažen in znamenit praznik«, s katerim je tudi Ljubljana postala »mesto napredka in blaginje meščanov« ter po dolgem času ponovno dosegla urbane norme rimske predhodnice. Dobrih 125 let kasneje, ko Ljubljana praznuje prestižni naslov »zelene prestolnice Evrope«, h kateremu je pripomoglo tudi kakovostno upravljanje vodnih virov, skrbno načrtovana in tehnološko dovršena komunalna infrastruktura rimske Emone še vedno navdušuje. Celovita študija dr. Andreja Gasparija prinaša niz novih spoznanj, ki temeljijo tako na raziskavi virov in dokumentacije starejših izkopavanj kot tudi na rezultatih sodobnih arheoloških raziskav. Med pomembnejšimi je treba izpostaviti lociranje trase in kronološko umestitev gradnje rimskega vodovoda ter sočasne gradnje kanalizacijskega omrežja v sredino 1. stoletja, v čas Klavdijeve vladavine. Njegov prispevek h kakovosti življenja v rimski Emoni lahko primerjamo z dejavnostmi Ivana Hribarja, mestnega svetnika in kasnejšega ljubljanskega župana, ki je najbolj zaslužen za gradnjo ljubljanskega vodovoda in kanalizacije ter tudi za popotresno modernizacijo mesta, vključno z elektrifikacijo, konec 19. in v začetku 20. stoletja. V študijo so vključeni tudi številni rimski vodnjaki, ki so oskrbovali mesto in njegovo okolico pred gradnjo vodovoda in delno tudi kasneje, ter najnovejši izsledki arheoloških izkopavanj pod Slovensko cesto leta 2015, ki potrjujejo ureditev sistemskega odvajanja odplak že pred gradnjo kloak in celovite kanalizacijske mreže. Spodbudo za nadaljnje raziskave prinašata obravnava virov in ponovna umestitev keramičnih vodovodnih cevi, ki so bile najpogosteje interpretirane kot del rimskega vodovoda, v kasnejše, poznosrednjeveško oziroma novoveško obdobje. “Two thousand years have passed since the victorious Roman legions had occupied our land and the area where Ljubljana is located today. Coming here, the Romans realized immediately that the local water was not drinkable and healthy. Choosing several springs in the vicinity of Podutik, one of which is still to this day called ‘Rimski studenec’ (Roman spring), they conveyed it to the new city, providing the inhabitants with fresh, healthy water. /…/ As in the Roman Period, ensuring healthy water was extremely important and also complicated later on as well but, during many centuries, nobody tried to improve this situation.” This was written in the Slovenski narod newspaper on the 28 th of June 1890, one day before the solemn opening of Ljubljana’s water supply system. Its completion was interpreted as “an extremely important and remarkable day of celebration”, making Ljubljana “a city of progress and prosperity of its citizens”; after a long period, it once again reached the urban norms of its Roman predecessor. 125 years later, when Ljubljana is celebrating winning the prestigious European Green Capital Award, to which quality water resources management also contributed, the carefully planned and technologically perfected communal infrastructure of the Roman Emona still manages to amaze. The comprehensive study of Andrej Gaspari, PhD, brings a series of new findings based on the research of the sources and documentation of earlier excavations as well as the results of modern archaeological research. Among the more important findings we should highlight the determining of the course of the aqueduct and chronologically placing its construction and the simultaneous building of the sewage system into the middle of the 1st century AD, the period of Claudius’ reign. His contribution to the quality of life in Roman Emona may be compared to the activities of Ivan Hribar, a city councillor and later mayor of Ljubljana. Hribar is the most deserving person for the building of Ljubljana’s water supply and sewage systems and for the modern renovation of the city after the 1895 earthquake and in terms of the city’s electrification at the end of the 19 th century and at the beginning of the 20 th century. This study also includes the numerous Roman wells that supplied the city and its surroundings with water before the water supply system was built and, to a degree,

zaokrožata pregled komunalnega opremljanja rimskih mest severne Italije in še posebej dragocen vpogled v miselnost, znanje in usposobljenost tehnološko naprednih Rimljanov. Glede na današnjo porabo pitne vode v zahodnem svetu in povprečno porabo posameznika v Ljubljani, ki znaša okoli 150 litrov na dan, se zdi 50–70 litrov, kolikor naj bi je teoretično zagotavljal emonski vodovod, morda malo. Vendar dve tisočletji kasneje takšen standard v velikem delu sveta ostaja nedosegljiv. V podsaharski Afriki ljudje preživijo v povprečju z desetimi litri vode na dan, zaradi njene onesnaženosti in neurejenih sanitarnih razmer pa se smrti otrok štejejo v milijonih. Kljub leta 2010 potrjeni resoluciji Združenih narodov, ki navaja, da je pravica do varne in čiste pitne vode ter sanitarij bistvena človekova pravica za polno uživanje pravice do življenja, milijoni litrov vode, ki jih v interesu zaslužka vsakodnevno načrpajo svetovne korporacije, žal niso nič bližje tistim, ki jo najbolj potrebujejo. Monografija Voda v rimski Emoni je rezultat širšega projekta Voda, ki smo ga v letih 2015 in 2016 v sodelovanju s številnimi partnerji izvedli v Muzeju in galerijah mesta Ljubljane. Za celovito študijo se iskreno zahvaljujemo avtorju dr. Andreju Gaspariju. afterwards as well. The newest data from the archaeological excavations beneath Slovenska cesta in 2015 are also included, confirming the arrangement of the systemic flushing of sewage before the building of cloacas and the extensive sewage system network. Encouragement for further research is provided by the examination of the sources and the re-established placement of the clay pipes, most frequently interpreted as a part of the Roman aqueduct, into the posterior late medieval or modern period. The study is concluded by a review of the communal infrastructure of Roman cities of northern Italy and an especially precious insight into the mindset, knowledge and competence of the technologically advanced Romans. According to the present drinking water usage in the western world and the average use per individual in Ljubljana, which is around 150 litres daily, the 50–70 litres, which should have been theoretically ensured by the aqueduct of Emona, perhaps seem unimpressive. However, two millennia later, such a standard remains unattainable in many areas of the world. In Sub-Saharan Africa, people on average survive with ten litres of water daily; because of its pollution and bad sanitary conditions, the deaths of children are counted in millions. Despite the 2010 resolution of the United Nations, stating that the right to safe and clean drinking water and sanitation is an essential human right for the realization of the basic right to life, the millions of litres of water that are being pumped every day by the world corporations for profit, unfortunately, come no closer to those who need water the most. A monograph Water in Roman Emona is the result of the wider “Water” project, which was implemented in 2015 and 2016 in the Museum and Galleries of Ljubljana in collaboration with numerous partners. We would like to express our sincere gratitude to the author Andrej Gaspari, PhD, for his comprehensive study. Preface

Razpoložljivost vodnih virov ter topografsko-tehnične zahteve umeščanja mestnih naselbin z vidika zagotavljanja nemotenega odvajanja padavinske vode in odplak kot pogoja za blagostanje mest in njihovih prebivalcev so bile nedvomno eno osrednjih izhodišč antičnega urbanizma. Tako ni naključje, da lega Julije Emone, klasičnega primera Avgustove kolonije v podobi pravokotnega mesta z ortogonalno zasnovo ulic in stavbnih četrti (insul), umeščenega v prometno pomembno ožino Ljubljanskih vrat, izkazuje tudi premišljeno izrabo mikrotopografskih in hidrogeografskih danosti, ki se odraža v izbiri rahlo nagnjenega zemljišča v terminalnem delu savskega vršaja. Nagib pred poplavami varnega zemljišča, dvignjenega nad ravnino Ljubljanskega barja, je zagotavljal preprosto odvodnjavanje proti plovni Ljubljanici in njenemu zadnjemu levemu pritoku Gradaščici, onkraj katere se je širil močvirni barjanski svet. Drenažno sposobnost terena v okolici naselbine je še povečal izkop dvojnih jarkov ob severni, zahodni in južni stranici mestnega obzidja, ki so do zasutja v postantičnem času delovali tudi ali predvsem kot odvodni kanali za potoke z vzhodnih pobočij Rožnika ter Tivolskega in Šišenskega hriba. Omenjeni dejavniki so bili za umestitev mestne naselbine v obliki pravilnega pravokotnika v izmeri 522 x 435 m, katere površina (22,2 ha) in notranja zasnova sta bili prilagojeni za tisti čas običajnemu kontingentu kolonistov s 300–500 družinami, vsaj enakega pomena, kot še ne docela razumljena orientacija urbanega rastra. Usmeritev daljše osi 19 stopinj severovzhodno je blizu Vitruvijevim priporočilom za idealni odklon mestnih ulic, ki naj bi omogočal dušenje severnih vetrov ob hišnih vogalih, na drugi strani pa ni mogoče spregledati kazalnikov za prilagajanje glavnih mestnih ulic zunanjim geografsko-prometnim dejavnikom. Tako se zdi, da so potek glavnega dekumana (decumanus maximus) navezali na staro komunikacijo, ki je od severnega roba Ljubljanskega barja vodila mimo prazgodovinskega grobišča do prehoda čez takrat plitvo Ljubljanico nekje na območju današnjega Brega in naprej mimo južnega vznožja Grajskega griča, medtem ko sta glavni kardo (cardo maximus) in njegovo skoraj premočrtno nadaljevanje proti severu usmerjena k geomorfološko najprimernejšemu kraju za gradnjo mostu čez Savo med Ježico in Črnučami.

The availability of water sources and topographical-technical conditions of city settlements was crucial to ensuring the ongoing management of rainwater and sewage and enabling a high quality of life for their inhabitants in terms of ancient urbanism. The location of Iulia Emona (at the traffic area of Ljubljanska vrata), a typical example of an Augustan colony, a rectangular city with an orthogonal plan of streets and buildings (insulae), indicates a well-considered use of micro-topographical and hydro-geographical conditions.
