Overall Design Brief
CVEN 4701 – Planning Sustainable Infrastructure Trimester 3 2019 Who are you? Your consultant company (group) will consist of four specialists. Members will be self-selected using the Group selection tool on Moodle by the end of Week 3. Consider working with a mix of group members with different specialities. Throughout the trimester your group will work together to deliver a series of four technical reports, each led by one group member. In addition your group will prepare a 3 minute video pitch for your overall design, to be submitted to the planning consortium. Throughout the semester you will display your professional skills through online reflective modules as well as a group project management report and interview.
Project Brief You are consultants collaborating with a consortium to propose a concept design for the development of the White Bay Power Station Site, under the direction of the master developer, UrbanGrowth NSW. As consultants you will propose conceptual designs for the water, waste, energy and transport infrastructure systems. These preliminary conceptual designs will be incorporated into the overall designs by urban planners and architects. The Master planning for the site dictated by UrbanGrowth NSW has several requirements: • • • •
The existing White Bay Power Station building will be retrofitted into a technology hub, preserving and respecting its heritage significance. Housing on the site will consist of a mix of public/affordable housing (However this will be in a later stage of the development). High quality public areas which support the local community and activate the foreshore The site will support active and public transport networks
As well as these requirements, infrastructure systems which support the principles of regenerative infrastructure, circular economy, integrated precincts and one planet living principles are encouraged.

Master Planning specifics UrbanGrowth NSW has provided initial guidelines for the Master planning of the site. The site is approximately 10 hectares, bounded by Victoria Road to the west, Robert Street to the north, White Bay and Glebe Island to the east and City West Link/Anzac Bridge to the south. There is some existing contamination on the site relating to its use as a power station. The site has been divided into 3 areas as shown in Figure 1. The redevelopment will deliver a mix of uses consistent with the Bays Transformation Plan. Active and public transport to the site will be promoted •

Site 1 contains the State Heritage listed asset of White Bay Power Station which will contain the knowledge intensive hub. The floor area will have a target of 100,000 sqm of commercial floor space. A large technology based firm has been found who will be the anchor tenant, assisting with the initial financing for the site. This tenant wishes to encourage initiatives which achieve low carbon and low ecological footprint operation of the site. This tenant will occupy more than half of the floor space. The remaining area will be allocated across technology and education sectors as well as services such as restaurants to support the workers. Site 2 will contain space reserved for community services. Such services could include community centres, sports facility, urban farm, community garden, Mens shed, repair cafe etc. Suggestions for initiatives which address One Planet Principles are encouraged in the initial concept design stage. Site 3 will be a mixed-use innovation district, containing a mix of commercial and residential buildings. The mixed-use stage or the development will be staged AFTER Site 1 has been developed – Therefore you are not expected to provide a conceptual design, however your design should be sympathetic/flexible to future developments. Public domain is reserved for public areas/parklands to activate the foreshore area.
