First of all, the concept of broken windows theory refers to a

figurative situation where one individual has broken window, in the case of the window being without fixed, probably may appeal more individuals sabotage the window and get into the house, plunder all of the properties in the house and destroy the peace. The “first broken window” is the beginning of misdemeanor. Take a more specific case for example, when a person go to visit two of their friends’ house, one house is immaculate and the other is tatty, it is possible for them not to throw the cigarettes on the floor in the former case. However, they are likely to throw cigarettes on the floor in the tatty house, by being on the state of mind “the environment is dilapidated enough, my behavior is not even a critical harm”. Citizens and fear are two significant factors of broken-window theory in the essay Jane Jacob’s Framing of Public Disorder and Its Relation to the “Broken Windows” Theory, that is, citizens’ desires and awareness of morality are unpredictable, whenever there is a situation to give them opportunities to take advantage of, it is possible for the citizens to rob and destroy. In other words, firstly, when the first window causes the rubbery and commotion, part of the citizens is likely move out the community. Secondly, to protect their own properties and safety, the individuals who are not able to get out of the community have to ignore the issues in the

community

aloofly.

Thirdly,

the

becomes

deteriorating. Moreover, as more and more citizens move out of the community, the rest of the individuals have to be extremely anxious and scared, by reducing the time of going out of their own areas. Finally, the external criminals invade the community, they begin to break all of the windows, doors and try to plunder the furniture, money and so on. The phenomenon of increasing criminal rates is the key to citizens’ fear. The words called urbane unease is mentioned in the essay, which is the negative consequence of broken windows theory. By which I mean, it is the overall anxiety that exists in the community. The connivance of any tiny disorder behavior is able to make individuals to rationalize their actions without the law and morally retrain. More specifically, whenever the first case is not about to be punished and fixed, sooner or later, the second and more perpetrators are likely to appear to take the first case as example. Citizens’ fear to the rising rates of those criminal cases strengthens to urbane unease. The word urbane points out the higher possibility of broken windows cases in urban areas, this is because the resources in the society are limited, as people are differentiated between classes, the distribution of resources such as food, salary, educational

opportunities

are

not

equal.

Generally,

citizens

understand what a socialized person ought to behave in the society, which means they obey the social norms and take community’s benefits as the first place, by not stealing and rubbering others’ resources. Nevertheless, under humans’ ego thinking which has been restrained by the socialization, they are desired to gain more resources than other people do, hence whenever any one who has started to be the first person to break the rules and plunder the resources illegally, the rest of community is able to release their desires and rationalize their behaviors. Moreover, the extent of the crimes people make are likely to become more and more serious, due to the unpredictable negative side of humanity. In conclusion, it has been emphasized that poverty, poor housing and transportation, even begging are harmful to the health and security in the community. One case of solution mentioned is the Ontario’s Safety Streets Act. Additionally, this act is drawn to ban squeegeeing and aggressive panhanding behaviors. The reason is that, if people can see the benefits from squeegeeing car windows and begging for money, they will become aggravated and gain more benefits by more aggressive behaviors. Obviously, the most suitable solution is legislation, it is important to set the rules and punishment, and tell the citizens the limit of actions that the law can tolerate.
