Critical Review of Project Management Performance and Its Influence on Malaysian Building Project

1. INTRODUCTION The last 20 years have seen a revolution in the building development and urbanisation in Malaysia, all brought about by the quite rapid development that have occurred in the field of building construction. There is no doubt that due to rapid urbanisation, the concern arises on project management courses where it holds the main key on the development process. In construction projects, it is essential to consider the working environment and safety behavior which determine the project performance accordingly until it finishes. But will the project be influenced negatively if we neglect the importance of project management performance generally? This article on Project Management Performance and Its Influence on Malaysian Building Project written by four (4) incredible authors are quite sure that this is the case. The authors include A.Q. Adeleke from Faculty of Industrial Management, Universiti Malaysia Pahang (UMP), J.A. Bamgbade from Faculty of Engineering, Computing and Science, Swinburne University of Sarawak, Maruf Gbadebo Salimon from Department of Marketing, School of Business Management, Universiti Utara Malaysia, Kedah and lastly Chia Kuang Lee from Faculty of Industrial Management, Universiti Malaysia Pahang (UMP). This paper was presented in the FGIC 2nd Conference on Governance and Integrity 2019 that has been sponsored financially by the Faculty of Industrial Management and FIM’s Governance and Integrity Centre, Universiti Malaysia Pahang.

2. SUMMARY OF ARTICLE’S CONTENTS The article mainly focuses on the effects project management performance on construction projects among G-7 contractors operating in Kuantan, Malaysia. The factors investigated have been narrowed down to a few factors which covers resolve cost, schedule and quality. In the study, they argue that schedule and quality factors have positive impact and significant influence on the Malaysian construction projects while resolve cost has a significant negative influence on Malaysian construction projects. The authors pressed that quality, cost, and time are the major project performance factors that require measurement and continuous improvement. The Quality Performance Index (QPI) is a measure of consistency in the application of the project standards and procedures, and the compliance of the delivered product with the project specifications. The inconsistency in the application of project processes will lead to rework, poor quality audits, and a high number of Non-Conformance Reports (NCRs). To support the statement, the authors quoted Fayek et al. where it stated that the QPI is best measured by the Construction Field Rework Index (CFRI) specifically from the contractor’s perspective. The authors also expressed their concerns that poor management such as time delays and cost overruns are considered as a common occurrence in construction projects. This occurrence plucked the interest of many construction researchers. To strengthen their study, the authors mentioned previous studies from Mansfield et al. for instance, identified four important issues that are mostly responsible for time delays and cost overruns. In a nutshell, their study also beamed their spotlight on financial problems, changes in site conditions, poor contract management and material shortage. The authors' arguments are interesting and challenging where it ignites people's interest to know more regarding the topic in this study as they manage to illustrate the points vividly. On the contrary to that statement, there are some problems however, with the author's arguments. As noted, the author mentioned the schedule factors gave a positive impact on the Malaysian construction project. The argument can be dismissed if we look in a different perspective. For instance, if the construction project has been scheduled to finish in a certain period of time, it is not a promising statement considering many factors such as bad weather, shortage of construction material, or even the wellbeing of workers.

3. IMPACT OF PROJECT MANAGEMENT PERFORMANCE ON MALAYSIAN BUILDING PROJECT The study indicated that when the construction project possesses an efficient resolve cost, schedule and quality management, the project would likely exhibit higher project success. The implementation of efficient project management performance may also lead to more projects issuance by the clients which will foster convenience of life within Malaysia because, in a long term period, it will lead to the affordability of houses and other buildings. Furthermore, the increase in project efficiency may also aid to provide new job opportunities toward locals, and richly buffer wealth formation, which is essential to support Malaysia’s economy. In another perspective, the efficiency of project management performance might lift Malaysian global recognition in terms of construction projects thus, may bring in more investors. Moreover, the new policies encouraging and supporting project efficiency need to be implemented for the development sector. In other words, policymakers should consider developing initiatives that indirectly motivate contractors and project managers to obey effective project management performance in order to convince and attract clients. In accordance to the statement, policymakers also need to consider organizational control theory to successfully encounter the occurrence of low quality, overcost and time overrun on projects. 4. CONCLUSION In a nutshell, the article personally ignites my interest as it is interesting and contains others perspective on certain topic analyses. Furthermore, it does offer a fairly one-sided view of the topic while failing to recognize the many other factors that influence project management performance besides resolve cost, schedule and quality of project management. One thought I had in writing this review, is that we can never see things in our perspective only. We need to venture out and share others' opinions and view things in their perspective in order to have a clear and wider knowledge. There are several aspects that can be acknowledged from the studies which are when the authors stated that the efficiency of project management performance might lift Malaysian global recognition in terms of construction projects thus, may bring in more investors. I genuinely agree with the point made. Lastly, I recommend that further research needs to be made on this topic involving other researchers to give a different view and instrument on their studies as the topic is interesting enough to be explored more....
