Abstract

The research analyses Indonesian maritime diplomacy toward China in Natuna Islands maritime border in order to established its sovereignty. The maritime border issue raised due to Chinese claim that Exclusive Economic Zone of Indonesia in Natuna is traditional fishing zone for Chinese fisherman. The study is conducted with qualitative approach with data was extracted from interview and documents. The research found that Indonesian administration employs cooperative maritime diplomacy to maritime border in Natuna Islands. In further step, Indonesia is also conducting persuasive maritime diplomacy particularly as message to Chinese. Simultaneously, Indonesia shows of military muscle as a part of coercive maritime diplomacy in Natuna Islands. However, China response Indonesian policy with skepticism and critical. Introduction Since Indonesian administration adopted maritime policy more rigorously with global maritime fulcrum doctrine, illegal fishing in maritime zone put in scrutiny. The Government takes a new policy to sinking illegal vessels in the Indonesian waters and its surrounding. One of the issues raised in Natuna Islands when Chinese fisherman guarded with coast guard Chinese took illegal fishing.
