The second phase of registration began on July 15 for a period of three months. Later, the government extended the due date to the 15th of November. However, owing to the increasing popularity of the programme, the deadline to register for this low-cost housing scheme has now been further pushed to the mid of December.

Update (October 24, 2019): In a recent update, the distribution of houses under the Naya Pakistan Housing Program in Renala Khurd, Okara has been revealed. According to the latest announcement, of the total 800 housing units, 770 would be allotted to the general public, 10 units to disabled persons and 12 would be reserved for government employees. The

Pakistan needs more affordable houses, period. House ownership in a country where a lot of people are struggling to make both ends meet is vital. Homelessness is a major problem that not only exists in this part of the world but also in developed countries. However, there are some nations who have been quite successful in eradicating homelessness through some of the effective measures it has taken. Case in point: Finland. The country believes that it is a fundamental right of every citizen to have a house of their own – even if it’s someone battling drug and/or alcohol addiction. The result was that once the homeless were provided homes to live in, they did not find a reason to continue substance abuse. In fact, many of these citizens started contributing to the betterment of the society. This approach of treating people equally, irrespective of which social strata they belong to, and also providing them with affordable housing options, was a major success in Finland. In Pakistan, homelessness isn’t the only issue at hand. House ownership is also a matter of great concern for those who can’t afford to have a house of their own and heavily depend upon rented houses. To provide affordable houses to Pakistanis and to deal with the shortfall of 10 million houses is what the new government is aiming for. Naya Pakistan Housing Scheme is a breath of fresh air in this regard.

PM LAUNCHES NAYA PAKISTAN HOUSING SCHEME

It is a government-run project where five million affordable houses for Pakistanis are to be constructed. More commonly known as Imran

Khan Housing Scheme or the Prime Minister Housing Scheme, it is quite popular among people hailing from lower and middle-income backgrounds. Here are the complete details on the project so far revealed by Prime Minister Imran Khan. HOW TO APPLY FOR NAYA PAKISTAN HOUSING SCHEME?

Naya Pakistan Housing Program is meant for those who can’t afford houses at the current market prices. It also requires them to meet certain criteria in terms of total household income. The question most people ask was “Who can apply for Naya Pakistan Housing Program?”

The application form could be downloaded from National Database and Registration Authority’s (NADRA’s) website. The applicants were required to mention the family’s total gross income per month if it was in the range mentioned below:

Less than PKR 20,000 Between PKR 20,001 and PKR 40,000 Between PKR 40,001 and 60,000 Between PKR 60,001 and PKR 100,000 More than PKR 100,000

Owing to the popularity of the housing scheme, the date to submit the form was extended to 1st April 2019. ELIGIBILITY CRITERIA FOR THE HOUSING SCHEME

The eligibility criteria for Naya Pakistan Scheme is that only one person can apply after submitting PKR 250 with the form. Soon after

the launch of the program, a number of applications were received by NADRA. Half a million of them have been digitized.

In a nutshell the NPHP eligibility criteria is as follows:

Only one person per family can apply (husband/wife). A fee of PKR 250 to be submitted along with the registration form. Those with a monthly income of approx. PKR 10,000 – PKR 25,000 will be preferred. Those who do not own any independent properties in Pakistan will be preferred.

Houses in Naya Pakistan Housing project will be built in three categories. These are:

1. Labour class 2. Lower middle class 3. Middle class

These houses will be offered on a 10 percent to 25 percent down payment to all the above-mentioned categories. NAYA PAKISTAN HOUSING SCHEME PAYMENT PLANS

Banks are to provide home loan facilities on appropriate terms and conditions where the payment could be cleared in up to 20 years. So, if you have applied in this affordable housing project, gear up to pay 20 percent as Naya Pakistan Housing Scheme down payment, while the remaining 80 percent payment will be provided by the bank — through

the home financing option. In Naya Pakistan Housing Scheme payment plans, the owners will also have to pay an additional 10 percent markup. The government plans to embrace the rent equalization model to keep it an affordable housing project for the low-income group. An Egyptian tycoon, Naguib Sawiris, has shown interest to invest in 100,000 units of the housing project. NAYA PAKISTAN HOUSING SCHEME DETAILS

PM Imran Khan speaking at the inauguration ceremony of Naya Pakistan Housing Scheme Program

The latest updates in Apna Ghar Naya Pakistan Housing Scheme 2019 are that the government has formed an authority by the name of Naya Pakistan Housing Authority (NPHA). It will take forward the government’s plan to construct 135,000 housing units across the country. Prime Minister of Pakistan will inaugurate the project first in Islamabad where it will construct 25,000 houses and later in Balochistan where it is in the plan to construct 110,000 houses.It is also in the plan to build a special town for Gwadar fishermen under the

scheme. The first Phase of Naya Pakistan Housing Project has kicked off and it is being reported that Phase-1 of Naya Pakistan Housing Program will comprise around 6000 houses. The project will be built by the private sector, while the government will act as a facilitator for providing land for the project and also for removing the related hurdles in the project’s execution. DETAILS ON THE PILOT PROJECT

The pilot project will be a joint venture between the private sector and Federal Government Employees Housing Foundation. The government would construct double-unit houses under the Naya Pakistan Housing Project. As mentioned above, the government will be the facilitator in the project while private firms will build the units. A Chinese company has shown willingness to construct two million houses under the project. The good news is that the government has made it mandatory for Chinese and other international companies working under the Naya Pakistan Housing Program to use only locally produced raw material. Also, no company will be allowed to hire labour force from other countries. CITIES INCLUDED IN NAYA PAKISTAN HOUSING PROJECT

Further, to construct houses under the first phase of Naya Pakistan Housing Program, these districts have been chosen:

Islamabad Faisalabad Quetta Muzaffarabad

Swat Sukkur

In the Naya Pakistan Housing Scheme update, Punjab government has decided to start this affordable housing project in the cities of Layyah, Quaidabad (Khushab) and Bhakkar. The process of receiving Naya Pakistan Housing Scheme applications from people will begin shortly. The Minister for Housing directed to give the final shape to the arrangements of starting this low-cost housing program.

The meeting also decided to make the final selection of proposed sites in Lahore. The committee will submit its report after visiting the proposed sites. The minister also directed that the PHATA governing body’s meeting should be convened every 15 days to speed up the ongoing work of Naya Pakistan Housing Scheme. A brief was also shared regarding the design of Naya Pakistan Housing Scheme Multan project. CONVERTING SLUMS INTO TOWERING HIGH-RISES

While launching this affordable housing project, PM Imran Khan said ‘the plan is to turn the country’s slums into towering high-rises via a revolutionary new construction mechanism invented by the Chinese.’

He added nearly ‘40 percent’ of Karachi’s population dwells in katchi abadis.

PM Khan was optimistic that a Chinese company has offered to make prefabricated homes and build an entire floor in a week, so they can actually convert slums into high rise buildings in a short span of time. CDA APPROVES LAND FOR NAYA PAKISTAN HOUSING PROGRAM

Capital Development Authority (CDA) has approved seven acres of land for this housing project in the Mauve Area, Islamabad. The board has also given approval of awarding 508 kanal of land near Askari-VI to Federal Government Employees of Housing Foundation (FGEHF) for the Naya Pakistan Housing Scheme Islamabad.

Mumriz Khan says: October 11, 2018 at 6:08 pm

Is this PKR 12,000,000 or PKR 12,000,00.

Samra Zulqar says: October 12, 2018 at 9:57 am Dear Mumriz, its 12 lakh.

salman says: October 14, 2018 at 10:27 am how many marla in 8 lakh tell me plz

Samra Zulqar says: October 15, 2018 at 9:35 am Final details on these points is still to be shared.

Abdul Aziz says: October 12, 2018 at 12:35 am Overseas Pakistanis have been charged with high prices for houses. I have seen 2 bed room 5 marla house sold for 10 lakh rupees in neighbouring countries, while similar house is between 20-40 lakh in Islamabad. Builders here want to get rich quick.

BILAL HASAN says: October 12, 2018 at 10:53 am Dear Samra, Please clarify one thing if you know this. Can someone residing in other part of country apply for a home in recently announced districts. For example, any one residing in karachi can apply for a home in islamad scheme which is announced at the moment. Regards,

Samra Zulqar says: October 12, 2018 at 3:37 pm The form is meant to get these details from the applicants. It includes specic question regarding the house hold members, desired location of the house. So yes, you can express your choice there. In addition, there is no specication mentioned for the project being meant exclusively for the residents Pakistanis, I believe all Pakistanis, be resident or non-resident, can apply for it.

Mirza Rameez Baig says: October 12, 2018 at 11:22 am Overseas Pakistani is also eligible????

Samra Zulqar says: October 12, 2018 at 3:39 pm The project details shared so far have no account of any condition disallowing non-resident Pakistanis from applying for the scheme. I believe they can apply for it.

Asghar Ali says: October 12, 2018 at 11:39 am Hi, please conrm form submitted place.

Samra Zulqar says: October 12, 2018 at 3:40 pm Forms can be submitted at respective NADRA and Deputy Commissioner ofce of your city/district.

A. Munir says: October 12, 2018 at 12:58 pm There is little thought process involved in this scheme. The project is not a sustainable development. Poor need sustainable jobs. Only export oriented agricultural and industrial development can provide sustainable jobs to huge poor population. First this scheme is likely to fail in achieving its target for multiple reasons. Ideally, if every hurdle vanishes and the scheme achieves its major targets, this is not going to help poor increase their income. Any income to the poor from the project would go to banks as installments of their houses. Owning houses, poor would be able to save between 2000 to 5000 PKR that they pay as rent for living in slums, otherwise. The simple point is that lack of housing is not hurting the poor as much as lack of sustainable work opportunities does. The government must focus on increasing the income of poor and not the housing for poor. For this reason, microcredit to skilled poor men and women is yielding much better results than this scheme may yield. Secondly, Pakistan is mostly a cash based economy. If the government turns it into credit based economy then we may see situations where government as well as public both become defaulters worsening the economic situation compared to today where only the government is under the burden of huge debts and the rescue

measures are deationary in nature. And the fact is that even the government debts have to be paid by public.

NB says: October 24, 2018 at 11:50 am You seem to be asking questions about the problems of low median income in a article about subsidized housing. The Housing Scheme isn’t meant to increase median income. It’s meant to provide people with home-ownership. I know it sounds shocking, but a government can do more than one thing at the same time, i.e, provide housing while also looking at reforms to increase median income.

Esem sheri says: October 12, 2018 at 2:43 pm Hi, I want to ask that if some family is earning more than Rs. 100000 per month then what would be chances for getting house. will they be given 5 marla house? Please also tell that Is there any category for oversease pakistanies or they also allowed to apply for it?

Samra Zulqar says: October 12, 2018 at 3:32 pm It is believed that people with lower income bracket will be preferred during the rst phase of project. No category has so far been specically announced for overseas Pakistanis. As soon as I nd related information, will keep you updated via Zameen blog.

Zesshan says: October 12, 2018 at 4:30 pm Karachi and Lahore? are these in next phase? and secondly is down payment compulsory?

Samra Zulqar says: October 12, 2018 at 4:57 pm No ofcial announcement made on it so far. The down payment is often compulsory and chances are that since the

project is meant for the people from low income bracket, the down payment percentage will be kept in reasonable limits.

Thomas Anderson says: October 12, 2018 at 10:17 pm If someone has already a plot in his / her ownership. Then can he / she apply for this scheme?

Samra Zulqar says: October 16, 2018 at 3:02 pm No, the applicant is required to not own any property.

Usman Afzal says: October 13, 2018 at 12:25 am I want to know total cost of land and construction. in NPHP

Samra Zulqar says: October 15, 2018 at 9:45 am Stay tuned. Follow Zameen News section, a lot about the programme will be covered in that section.

Zohaib says: October 13, 2018 at 5:59 pm Hello Samra, In your article you have mentioned the following point; “The pilot project will commence from October 12 in Islamabad and it will be for the employees of Federal Government of Pakistan from Basic Scale (BS)-1 to BS-16. The project will be a joint venture between the private sector and Federal Government Employees Housing Foundation.” From where I can get the registration form for above mentioned federal govt employees housing scheme? Is this employees scheme is different or the form is same as available on NADRA website? How govt will differentiate the rest people and govt employees with the same form?

Samra Zulqar says: October 15, 2018 at 9:41 am

So far, it appear that the same registration form available with NADRA have to be submitted for the govt employees scheme. No, its part of the same scheme. Your department will guide you about the quota and all. For the FGEHF project launched under NPHP, more information will be released soon.

Zaid Raja says: October 14, 2018 at 9:50 am Hi, Please advise, how Overseas Pakistanis can make the payments?

Samra Zulqar says: October 15, 2018 at 9:36 am Through the mortgage plan the government will settle on with banks. Payment modes will be the regular ones. If you are asking about the currency, I hope overseas Pakistanis will not be made bound to make payments in dollars.

Muhammad Akbar says: October 15, 2018 at 1:39 am Any idea to start this project in lahore ? and hope down the rented houses as well this project thanks IK
