LEARNING ACTIVITY SHEET Definition and nature of staffing Background Information for Learners Employees or people are the most important asset of business organizations. Thus, all business organizations focused their attention and concerned on getting and retaining employees. The efficiency and effectiveness of an organization significantly depends on the quality of its personnel and since it is one of the primary functions of management to achieve qualified and trained people to fill various positions, staffing has been recognized as a distinct function of management. Thus, this self-learning activity sheet guides comprehend the importance of getting the right person to fit in the right job and capacitate themselves on the efficiency and effectiveness of employees in the organization. The Staffing Process 1. Human Resource Planning- The objective of this step is to ensure that the personnel needs of the organization are met and sustained. 2. Recruitment - This is the pooling of job candidates to match the human resource plan of the organization. 3. Selection - This step evaluates job applicants which are among the best through a thorough analysis of their qualifications by interviews, tests, reference checks and physical examination. 4. Orientation/Induction - The chosen applicants are introduced to their immediate superiors, officemates and make them aware on the policies of the company.

5. Training and Development Training - This aims to improve the skills of employees for them to be more efficient where it intends to educate the employees for additional responsibility and for promotion. 6. Performance Appraisal - This is to evaluate an individual’s job performance against job standards such as responsibilities, accountabilities and measurements.

7. Transfer, Promotion and Demotion Transfer - This is a movement to a different job with similar pay and responsibility. Promotion - This is the advancement in position with higher pay andresponsibility. Demotion - This is a movement to a lower-status position. In some cases, the employee is given an impressive title, but with less responsibility. 8. Separation - This can be resignation which is voluntary separation or terminationwhich is involuntary separation.

The purpose of this is to measure the applicant’s abilities which cannot gauged through interviews. These are intelligence test, aptitude test, proficiency test and personality test.

This process is to ascertain the applicant’s physical capabilities to prevent the hiring of liability employees which may result in absenteeism, hospitalization and etc.

Ms. Yna Limon and Dominga Sabado are the applicants. Both passed the preliminary interview and Yna got the highest score in the IQ test and an impressive result of her psychological test and interview while Ms. Domingo got good score and good psychological result. Ms. Sabado’s father is your godfather and a good friend of yours. Mr. Sabado asked you a favor to consider her daughter and if possible, she will be hired. He also added that every job can be learned through training and mentoring. 12

This situation bothers you since it’s your duty to recommend to the higher authority whom to hire. Questions: 1. As a supervisor, how will you decide on this situation? What considerations are needed for validation for this hiring process?

Situation 2: Mr. Timothy Jose is the human resource supervisor of Letra Printing Company. The credit and collection manager, Mr. Gilbeys Cruz scrutinizes the top 3 applicants. Mrs. Gina Maculangan is the top one among the applicants so she was hired for the position. Mr. Jose informed Mrs. Maculangan that she was hired. As a requirement of the company, Mrs. Maculangan must secure medical certificate and NBI clearance. Unknowingly, she is 1 month pregnant as shown in her medical certification. Mr. Jose informed Mr. Cruz that Mrs. Maculangan is pregnant. Mr. Cruz was so disappointed because it may cause delay of works if Mrs. Maculangan will take maternity leave soon. He decided to decline the hiring of Mrs. Maculangan due to her pregnancy. However, Jose didn’t agree on Mr. Cruz’s decision because the job order was already accepted by Mrs. Maculangan.
