Neighborhood Survey Data: Housing, People, and Assets Indian Mound Neighborhood Conditions 311 1. There are 668 total 311 cases that are open in Indian Mound neighborhood. These 311 cases are a way that residents of Jackson County can stay connected to their city and local government for services and information. 2. 553 property violations recorded in Indian Mound neighborhood. Other major code violations noted are: 7 animal violations, 25 prop/build/construct violations, 12 sewer violations, 12 street maintenance violations, 21 trash violations, and 15 tree maintenance violations. However, the vast majority of issues come from property violations. 3. There are a total of 24 properties that have at least two code violations and 2 more properties that have 3. When viewing the number of 311 cases in the area, East and Southeast of Budd Park respectively, is the most dense number of cases in the entire neighborhood. No other noteworthy issues to state at this point in the research

MVA - Market Value Analysis

MVA Category for your neighborhood? -Written by Emily Indian Mound has a total of three  different MVA categories. The northeast quadrant of the neighborhood is under Category G; meaning, they are part of the “yellow markets,” lowest value homes in the city which is home to approximately 20% of the city and this is where vacancy number increase in this dataset. The southeast quadrant of the neighborhood is within marks of Category H. Still pertaining to the “yellow markets,” as Category G was also found to be there is a lot of overlap here. However, from Category G to H the biggest distinctions that are seen is with that of vacancies, a distinctively lower median sales price, and therefore higher percentages of distressed sales in this portion of the neighborhood. There is a slight variation in the northwest quadrant of Indian Mound where there is a small section that is in the “green markets.” Green market value areas are moderate value homes and homes to approximately 22% of residents. This northwest quadrant is under Category F, where there is only 42% owner occupied housing as well as only 21% of subsidized homes. Historical Context: Mapping Inequality

Indian Mound was redlined in two areas, sections D26 and D27; whereas, “D” sections were labeled as “hazardous” to the HOLC (Home Owners Loan Corporation). This translates to the HOLC not allowing residents in these districts to get a loan, let alone apply for a loan due to the residential or urban area that they live in. The terminology in these reports as for describing the class and occupation of the people in these residents goes from “laborers, wage earners, small business owners.” In these reports the wording of different cultural groups was used in a derogatory and discriminatory language, and would describe the movement of these groups as  ritten by Emily an infiltration. -- W

While not a dramatic enough decrease to signal a crisis, epidemic, or something of that nature, perhaps the gradual decline may be attributed to certain factors pertaining to jobs, housing, education, or maybe none of these things at all. In 2000, this neighborhood had the lowest margin of difference between county and state median incomes, around $10,000. 2017, however, saw the largest margin of income difference for this neighborhood compared to county and state averages reaching about $18,000. While other neighborhoods, and sectors of the city may be seeing economic growth which has in turn caused the county and state median incomes to rise, the average income for this neighborhood has remained fairly stagnant despite the rising cost of living. It is integral to dive deeper into the households within this neighborhood to understand the potential factors that may be contributing to this disparity. The best explanation for this drastic increase could be the economic recession/housing crisis in 2008 that led to foreclosures, unemployment, and bankruptcy that affected millions of American families. Since 2010, the amount of families experiencing poverty in this neighborhood has been significantly higher than county and state averages, which supplements the median household income data provided above. However, from 2010 to 2017, tracts 7 and 8 have experienced decreases in poverty, while poverty levels in tract 6 have actually increased. In 2017 families living between Hardesty and Belmont Ave (census tract 6) were experiencing concentrated poverty with over one third of families falling below the poverty line. Please describe Indian Mound- is the historic landing of immigrant population. The older population is Italian and Mexican and Central America. Rich History ,KC Museum is here, mix of class. Socioeconomic diversity instead of racial equality vs Linguistic. Rich in culture. Buildings on the Easteren side Super Flea- used to be the Sears Roebucks building. Parks and Churches- Budd Park, St Anthony’s ,Don Boscoe, the North East Library, the schools NorthEast Middle School and High School, GladStone Elementary. Gringo Loco favorite grocery store very friendly and home, store is in spanish, owned by vietnmese that caters to all different immigrant Most Predominant group- pretty High refugee population. Indian mound is Block by block. Not Latin America is the most highest What do you believe are the attitudes from residents like yourself in Indian Mound-We are in the 4th district- I don’t feel like our people feel like they have access to politicians. Jolie Justus office was not accessible it appears that it appeals to other classes in the district. Are you aware of any prior government agency projects for which a study was prepared and data was collected in your neighborhood? No If so, what was the project and what agency was involved? Are there predominant employers that serve the neighborhood? Not Necessarily one manufacturing companies, casinos and Amazon, serve many people that english is not their first language. Who would you say are the neighborhood leaders? How long have they been in leadership positions? Neighborhood association, Bren and Christopher Lawrence Do individuals seem to know each other and interact with each other? Yes, but I myself have not been here long enough to know people 3 years. Is your neighborhood changing? How? SW part of the neighborhood is gentrified, it is around Kansas City University of Biomedicine and Sciences, on Independence and MLK ( Paseo), the more students come,the more the expansion will dominate the community. What are people’s attitudes towards Indian Mounds in the area- People are really proud of it, people and are working hard to make it a community.
