[Parking on campus? Not likely.]

Specific Purpose: To persuade my audience to take action to fix the University of Missouri’s parking system. Thesis: The parking issue currently facing students at The University of Missouri needs to be adjusted by the school allowing for easier access to parking, additional parking, and price adjustments. Introduction I.

Attention Getter: How many of you have ever parked on campus? How many of you have ever received a ticket for parking on campus? From the Mizzou Admissions website, the average cost for tuition for instate, was $23,862, and out of state, $40,542. Taking this into account, do you feel that it's fair to be charged $25 each time you receive a ticket for simply trying to park on a campus that you pay thousands of dollars for? I am a student here at Mizzou who has experienced the troubling issue of parking firsthand. This has driven my desire to fix the system of parking here on campus as I have struggled myself and have seen many of my peers also struggle with The University of Missouri’s parking system.

Relevance Statement: Being students of The University of Missouri, this is an issue that impacts us each and every day, and we need to work together to make our school the best it can be.

Thesis Statement: The University of Missouri needs to adjust the parking issue by the school allowing for easier access to parking, additional parking, and price adjustments.

Credibility (expertise and interest): This topic is very important to me as my first-hand experience of parking on campus throughout the last 3 years, has been extremely negative and something needs to be changed and even looking further to fact check the information I had, I have deepened my position and even learned new information that strengthened my desire to fix these issues.

Main Points:

Lay 2 1. Mizzou’s parking on campus is unevenly distributed with little to no parking for students. 2. The University of Missouri needs to add additional parking for its students, while raising prices to account for universal parking with purchase of a parking pass. 3. With Mizzou adding new parking policies to account for more students with ease of access to parking, creating less traffic on campus is a necessity to satisfy the students of Mizzou. Body 1. Mizzou’s parking on campus is unevenly distributed with little to no parking for students. 1. (Slide 1) If you look at the Mizzou Parking map, you can clearly see the uneven distribution of staff parking lots versus student parking lots. 2. Mizzou has limited their spaces of parking for students to the bare minimum while is reflected for students who do not live in residence halls, (Slide 2) you have two commuter lots to choose from, both about a 20-minute walk from the center of campus. 2. In addition, there are 8 parking structures on campus that are garages with lots of space and all 8 of these structures are strictly for staff, as shown on Mizzou’s parking website. 1.Mizzou’s student population is 30,046, while their staff population is 16,907, taken from Wikipedia. 2. With over double the size of students on campus, the amount of parking lots needs to reflect that number. 3.

There are zero lots on campus for students within a 20-minute walking distance.

1. The closest parking lot that is allowed use for students, is AV14. This lot is not easily accessible for students. (Slide 3) 2. When looking to sign up for parking, it is on a first come first serve basis with only a couple options for nonresidential life students so you get stuck with a commuter lot. Transition Statement: After learning about the different distributions of parking on campus, I am now going to talk about how to fix some parts of this issue beginning with additional parking and price changes. 2. The University of Missouri needs to add additional parking for its students, while raising prices to account for universal parking with purchase of a parking pass.

1. Mizzou needs to switch 2 of its garage parking on campus to all student parking. 2. (Slide 4) Accounting in a switch of 2 garages from staff to student would allow for easier access of students who live further off campus to easily make their way to classes without risking parking tickets. 3. One commuter lot used for students can be switched to a staff lot with a possible transit bus for staff to use. (example AV 14) 3. Majority of the lots on campus are metered lots, allowing for 2 of these to be switched to student lots would also account for many more students. 1.(Slide 5) Including in the universal student parking, these two main lots on campus would be an easy walking distance for students with central location. 2. Metered lots are unnecessary as most students are only parking for 50 minutes which is the average class length and adding in additional costs for students is too much. 4. (Slide 6) Parking pass prices for one full school year are around $150 for a certain lot, as shown on Mizzou’s parking website under rates, however, increasing prices and switching parking to universal student lots will keep flow of money for the university but also allow for easier parking experiences for students. 1. If Mizzou increased their parking pass prices for students from $150 to $300 for a full school term, students would be allowed to park in any spot designated for students while also making money for the university. Transition Statement: Price adjustments and universal parking are key, however, let's talk about the issue of traffic on campus. I.

With Mizzou adding new parking policies to account for more students with ease of access to parking, creating less traffic on campus is key to satisfy the students of Mizzou.

1. Many students spend countless time circling around campus trying to find a spot to park. 1. Changing student parking to a universal system will decrease the traffic surrounding campus each day. 2. From the Missourian in 2017, “MU reduced the number of core campus permits from 3,025 to 2,625 with the plan to reduce congestion on campus and the environmental effects triggered by more student vehicles. 3. The plan by University officials has backfired, as even more congestion and traffic on

Lay 4 campus is occurring. 2. Students main priority for traveling to campus is coming to class and strictly naming certain lots for students will decrease the traffic on campus. 1. Instead of students circling around trying to find a spot to “risk it” and park, they will know exactly where they are going which will take away this mass traffic. 2. Students also “risk it” and park in staff parking which decreases the spots for them so adding in secure parking for students will take away this stress from staff. 3. The main sections of campus are closed, opening these gates will decrease traffic. 1. (Slide 7) The main 2 gates are surrounding the student center which includes the main buildings used by almost all students. 2. Allowing for these 2 gates to be open, might have some issues with students walking, but will take away so much car congestion. Transition Statement: After hearing about decreasing traffic on campus, I am now going to go back through my main arguments of my speech. Conclusion Restate Main Points 1. Mizzou’s parking on campus is unevenly distributed with little to no parking for students. 2. The University of Missouri needs to add additional parking for its students, while raising prices to account for universal parking with purchase of a parking pass. 3. With Mizzou adding new parking policies to account for more students with ease of access to parking, creating less traffic on campus is key to satisfy the students of Mizzou. I. Clincher: In the beginning of this speech I asked you all how you would feel receiving a $25 ticket for just trying to park to go to class. After hearing about the differences in parking for students compared to staff, how would you feel? Do you think that Mizzou needs to work to adjust their parking system to allow for ease of access for students? Some people may see the parking system here as a non-issue, however, I view it as a key factor for some students to be able to effectively receive an education. Some students may live off campus and are forced to drive to class and not have the luxury some do of walking. If any one of those students were unable to purchase a parking pass, how would they go to class? How would these students be able to go to advising appointments, or career fairs? This could be you, think about that. Let's fix this issue, together!
