Different political parties have different plans regarding HS2. The Conservative and Green party both have planned to scrap HS2 and use the saved money for the project for other purposes. However, the Labour party supports HS2 (the idea of HS2 was planned under the labour party) and pledge to complete the line. ‘The latest business case estimates net transport benefits of £74.6 billion to be delivered from the full Ynetwork.’ (Butcher, Louise, Haylen, 2019). It will boost the UK economy. It will generate 22,000 construction jobs in the next five years and once the entire line is running create 104,000 jobs. (Castella, Tom, 2019) The KPMG report estimates that within five years of the line opening, UK productivity will rise by £15bn a year (using 2013 money) - an increase of 0.8% in GDP (Castella, Tom, 2019) By the time HS2 received parliamentary approval last year, the budget had risen to £56bn, an increase of 70% from the initial estimate in 2010 (The Economist, 2018)

SenSat is a start-up that uses visual and spatial data to create digital replicas of the real world. (Railway Technology, 2019) In March 2018, it used drone-captured data to create digital topographical surveys of the HS2 route between London and Birmingham. This enables stakeholders in the rail project to carry out survey, design and construction works more effectively, without inconveniencing local landowners. In 2016 there was a government mandate to implement building information modelling (BIM) on projects to improving how assets are designed, created and maintained. (Walker, 2019) HS2’s BIM strategy is leading industry, creating a ‘Visualisation and Integration Hub’ that enables users to intuitively search, surface and query spatial, geospatial, asset and project data in one place. Benefits from BIM are already seen by HS2. For example, the combined work has been shortlisted for Management Consultancy Association Award for Change and Transformation in the Public Sector. HS2 aims to leave a BIM legacy for the UK construction and rail industry. Lack of IT deployment contributed to problems HS2 project management faced clients and supply chains didn’t have the right information to make informed, timely decisions on projects.

On 25 November 2013, the government deposited a hybrid Bill with Parliament titled ‘High Speed Rail (London - West Midlands) Bill’. The Bill grants the powers to construct Phase One of the HS2 network (GOV.UK, 2019). Phase two of HS2 is far from being approved: legislation may take another four years, an almost unimaginable timescale in Brexit-paralysed Westminster (The Guardian, 2019) HS2 is facing a £170m legal challenge due to a construction company threatening to sue due to conflict of interest (“HS2 faces procurement legal challenge - The Transport Network,” n.d.) HS2 had to tighten up its bidding procedures for the stations at Old Oak Common and Euston. Betchel argued that the bidding process was unfair and therefore launched a legal process after losing on this £1.3bn contract (“HS2 faces procurement legal challenge The Transport Network,” n.d.).
