Professor Hawkins

Directions: Although the information in the parenthesis (below) guides you to write 1-4 sentences, for the purpose of your outline, you only need a sentence to complete each part of the outline. Remember the more details you give, the better your essay. The first draft should contain between 900-1,100 words, but the final draft’s word count should contain between 1,200 -1,400. Worth 200 Quiz Points I. a.

Introduction Attention grabber (1-2 sentences) Since the first cigarette-making

machine invented in 1881, smoking tobacco products has become widespread. b. The overall problem between the two parties or stakeholders (1-3 sentences) The overall problem between smoking companies and the umbrella party is the minimum age required to use tobacco products. c. Background (2-3 sentences of the who, what, when, where, and why related to the topic). Cover this for both stakeholders. Marlboro among others is a tobacco company that want 18 year olds to smoke for profits ,and State Bill 1138 by Darryl Rouson supports raising the age so that kids in high school can’t smoke. d. Thesis (1-2 sentences and underline). This should offer the solutions, preferably in two to three prongs. Smoking companies like Marlboro, and stakeholders such a Darryl Rouson both agree that smoking should be legal, however two effective ways this could be achieved is through prohibiting sales to anyone actively enrolled in school, or setting sales limits such as quantity a user is able to purchase. st

II. 1 body paragraph (should contain at least 10 sentences or a 1/3 of the page) a. Topic sentence (1 sentence). The first stakeholder (the stakeholder you oppose). The stakeholder’s belief (2-3 sentences) Smoking is excellent economically and could be considered almost necessary for an increase or growth to the financial aspect of the government. b. Research, quote or paraphrase, that support’s stakeholder’s belief (1-3 sentences). This is about material the SUPPORTS this stakeholder. Smoking can cause many hidden fees, including sales tax, state taxes, and medical fees. If 18 year olds didn’t smoke, and the minimum required age to use tobacco products was increased the economy would deeply suffer from a loss in income. According to TurboTax, “The federal Tax on cigarettes grossed $8,512,263 in tax revenue for 2009.” “For 2009 the states reaped in $15,753,199 in gross cigarette excise tax revenues.” c. Significance of quoted or paraphrase material (3-4 sentences) Raising the

age to 21, would deeply cut into the sales and taxes the government receives from tobacco products. d. Conclusion of overall importance and summarize meaning of stakeholder’s argument (2-3 sentences and the “so what” of the paragraph) Smoking should be allowed once you’ve reached the legal age of 18, because without it the government would suffer economically. III. 2nd body paragraph (should contain at least 10 sentences or a 1/3 of the page) a. Topic sentence (1 sentence). The second stakeholder (the stakeholder you agree with). The stakeholder’s belief (2-3 sentences) Bill (SB) 1138 filed by Darryl Rouson on December 22nd in 2018, intends to prevent the sale of tobacco products to people under the age of 21, and implement procedures for dealers to follow involving penalties against sales to anyone under the age of 21. e. Research, quote or paraphrase, that support’s stakeholder’s belief (1-3 sentences). This is about material the SUPPORTS this stakeholder. According to the Center for Disease Control and Prevention (CDC) “Recent increases in the use of e-cigarettes is driving increases in tobacco product use among youth. The number of middle and high school students using e-cigarettes rose from 2.1 million in 2017 to 3.6 million in 2018—a difference of about 1.5 million youth.” b. Significance of quoted or paraphrase material (3-4 sentences) Electronic cigarettes, a newer type of cigarette, are aimed to gain young smokers that were lost due to poor marketing and lawsuits. ‘E-cigarettes’ are the smoking industries destructive attempt to regain a lost demographic and previous young smokers. Regardless of product type, they are detrimental to a person’s health. c. Conclusion of overall importance and summarize meaning of stakeholder’s argument (2-3 sentences and the “so what” of the paragraph) Products such as vapes and Juuls are often used by younger crowds for various reasons and are frequently used when regular nicotine products cannot be, such as public areas or workplaces. They are have the ability to influence both the initiation and continuation of both youth and adult populations.

IV.

Compromise (Middle ground) a. Topic sentence, discussing similarities Both stakeholders can agree that smoking should be legal, it is juts a matter of what age should be legal to smoke. b. Explanation of topic sentence (2-3 sentences) If tobacco products can be purchased at 18, there should be restrictions c. The problem summarized again, (1-3 sentences) Not all 18 year olds should be allowed to purchase tobacco products.

V.

Solution 1 a. What would be a possible middle ground between the two parties. A solution would be only making it illegal for anyone under the age of 19 to purchase products, to prevent and deter people for purchasing cigarettes for minors due to a lesser chance of a mutual connection. b. Research that supports the middle ground (insert research from cga stating fines for selling to minors) this would be a deterring factor from 19 year olds buying tobacco). There wouldn’t be a law if someone didn’t do it first c. A limitation with this middle ground losing out on profits d. How to modify and fix this possible limitation. Limiting sales to anyone not over the age of 19 to deter chances of mutual connections. Solution 2 a. What would be a possible middle ground between the two parties If the age cannot be raised, a possible middle ground is setting time and location restrictions that the tobacco products can be purchased. b. Research that supports the middle ground (insert research similar to alcohol purchasing restrictions) c. A limitation with this middle ground Setting the restriction of common hours, and not selling tobacco at grocery stores would make it harder for consumers to purchase tobacco. d. How to modify and fix this possible limitation Hours can be when teenagers would have time to buy liquor.

VI.

Conclusion a. Which middle ground works best and why Not allowing anyone under the age of 19 would work best because it allows smoking to still be a choice while protecting minors. b. How would this middle ground fix other surrounding issues Could influence restrictions with the upcoming recreational drug use bills. c. Next steps State Senators propose to modify bills involving smoking age.
