Inexperienced Clients (characteristics): Generally, often exhibits much less positive characteristics -A lack of expertise in managing and controlling the project -No knowledge and understanding of the construction procedure -Inability to produce comprehensive initial brief and prioritize objectives -Desire to make changes to the project throughout and unwilling to accept consequences of it -An inconsistent desire to be involved with the project -A weakness for being influenced by others (other than own his own advisers)

Types of clients:

(Lanveder, 1990)

1. Public and experienced (typical example: government) Main characteristics : -

Responsible for the providing safe working environment and minimizing the possibility of accidents

-

Accountability for contractors

-

Lowest possible tender

-

High quality innovative design

Major considerations : Fulfillment of legal requirements, on-site safety and the adoption of Building Information Modelling [BIM]. Therefore, contractor should aim at achieving these in project.

Ways to formulate strategies 1. Submit the detailed drawings to relevant government departments (e.g. Lands Department, Planning Department and Buildings Department) for approval of plans before commencement of work.

2. Comply with legal requirements (Code of Practice for Fire Safety in Buildings) 3. Implement proper safety policy for minimizing accidents (Personal Protective Equipment, on site inspection, etc) 4. Deliver the best budget to HA by comparing the prices from different material suppliers to remedy the shortage of D&B contract – no bidding process. 5. Guarantees to complete the project on time that deliver the best schedule performance

6. Promotion of BIM -

The government will adopt BIM technology in major capital works projects (From Policy Address 2018)

Upgrade company’s computer system to support BIM software, to provide BIM training and to encourage the application of BIM in their projects. 7. Lower tender price as low as possible

2. Private and experienced (typical example : private developers) Main characteristics -

certainty of completion data certainty of final cost Maximin profit (i.e.achieving maximum gross floor area [GFA] with exemption), lowest cost and in their construction projects.

Ways to formualte strategies 1. Adoption of precast elements. - emphasizing that their designs will reduce labour costs and receive GFA exemptions - cater a private developer’s needs of lowering costs while maximizing potential profits - minimize the possibility of reconstruction due to poor workmanship. 2. Negotiations on the contract sum, with lowest possible costs and quickest possible schedule for the whole project to be delivered 3. Use of visualization techniques (eg, the Virtual Reality technique and functions in the Revit software)

4. Achieving BEAM PLUS in building design - Any building achieved Bronze rating or above may apply for tax reduction and subsidies from CLP Eco Building Fund (from 1 Jan 2018) - Advantageous to developer’s reputation - Cost reduction in projects 5. Make use of GFA exemption - carparks, green features - GFA exemption and lowering project costs

3. Private but inexperienced (typical example : Owner-occupiers) Main characteristic : - not professional and have limited knowledge of construction - the degree of user-friendly in building design would be their first priority and major concern - Communication has to be facilitated Ways to formualte strategies 1. Simplification of building plans visualization techniques should be employed to increase potential for shared understanding (eg, perspective drawing, floor plans) 2. Platform for owner-occupier to voice their opinions (eg, online enquiryform, hotline, website) Increase the degree of user-friendly 3. Try to finish in minimum cost, minimum time, but highest quality...
