Background! • Home Secretary oversees all police authorities ! • Police authorities introduced on 1996 to reduce councils’ involvement, funded by council tax precept! • 2012: PCCs introduced in England and Wales; took over police authorities’ responsibilities ! • Scottish Policing Authority; NI Policing Board!

PCCs: roles & powers. Police Reform & Social Responsibility Act 2011! • Represent local views ‘voice of public and vulnerable and victims’! • Set priorities; work with partners to prevent & tackle crime! • Determine policing plan! • Set the budget and precept; ensure value for money! • Not directly responsible for day to day policing: appoint/ dismiss chief countable and assistant chief ! • Hold chief/constable to account ! • Elected by local electorate in county or metropolitan area; political role! • http://www.bbc.co.uk/news/election/2016/police!

Friday, 20 April 2018 PCCs elected by ‘supplementary vote’ system! • Electors select 1st choice and 2nd choice ! • When first choice preferences are counted, if candidate had more than 50% of votes cast - elected ! • If no one has more than 50%, all candidates apart from 1st and 2nd place are eliminated ! • 2012 PCC elections = lowest turnouts ever ie 10-20% !

Police & Crime Panels! • Comprise 10 local councillors minimum - at least 1 from each local authority area covered by PCC + 2 lay members ! • Scrutinise actions of PCCs! • Hold them to account!

Chief Constables ! • Responsibilities are separate from PCC! • Deliver on the ground policing ! • Manage the force’s budget ! • Hire and fire officers below rank of assistant chief constable! • Provide annual report on force’s performance ! • Discipline officers for misconduct !
