Assessment information is used in deciding to which institution in the jurisdiction an offender will go to begin his or her term and which problems the offender must address while imprisoned. A variety of other factors influence those decisions, including the nature of offense, the offender’s prior record, propensity toward violence and escape, and vulnerability to victimization by other inmates; levels of crowding and programs offered at those institutions. The idea is to place inmates in facilities that can accommodate their risk and needs profiles. This process will occur periodically throughout and inmate’s sentence. Inmates are routinely monitored and reclassified to preserve institutional security and for purposes of transfer, programing, and release decisions. 2. What are some of the reasons for high rates of prison violence? A. Improper management and classification practices by staff, high levels of crowding and competition over resources, the young age of most of inmates in many prisons, and increases in racial tensions and prison gang activity. 3. This privilege can be denied on the grounds that they will cause other groups to make similar demands. Generally, the reasons given for restricting religious freedom must be compelling, and the restrictions imposed must be no more limiting than necessary....
