1.0 INTRODUCTION Traffic Management during construction has been a great concern lately on all JKR road projects that are being constructed. The quality of the Traffic Management varies from project to project depending on the amount allocated for the Traffic Management, method of construction and the implementation of the Traffic Management. The inadequate amount allocated for the Traffic Management are due to the non-standardized estimation procedures for different category of roads and the difficulty in estimating Traffic Management during project costing due to the lack of information on method of construction. The methods of construction usually are not specified in the tender documents. This will later affect the Traffic Management for the projects when it is constructed on the ground. If the method of construction can be specified before the construction commences, the Traffic Management can then be planned properly so that the construction site is safe and give less disruption to the road users. This will also be easier for the implementation of the Traffic Management to the site officer.

2.0 OBJECTIVE The objective of this guideline is to provide a standard Bill of Quantities (BQ) for Traffic Management during construction. This guideline will also give examples on the estimation procedures in estimating the quantities for the items specified in the standard BQ for Traffic Management during construction. This standard BQ and the estimation procedures will be a basis for the engineers coordinating the design process to estimate the costs of the Traffic Management so that adequate funds can be allocated to give proper traffic management during construction.

3.0 PRACTICES IN ESTIMATING BQ FOR TRAFFIC MANAGEMENT 3.1 PREVIOUS PRACTICE Previously, the Traffic Management cost was priced as a Lump Sum in Preliminaries item in the BQ. It was found that the problems faced later during construction with this procedure were: Inadequate funds allocated for Traffic Management Details for Traffic Management items were not specified in the BQ Materials to be used were not specified Since the Traffic Management costs was part of the Preliminaries BQ, the costs allocated was quite limited since it will increase the overall cost of the Preliminaries. The total Preliminaries cost usually has a maximum percentage to the Builders Works. Therefore, the amount needed for the Traffic Management sometimes was not priced adequately by the contractor. Through this procedure, the details for the Traffic Management items and materials to be used and the quantities were not specified. The supervision officers on site will then have problems in implementing and enforcing the traffic management since they do not have guidelines to what items, quantities and the right materials to be used. 3.2 CURRENT PRACTICE Due to the many problems faced and the poor quality provided by the contractors on Traffic Management through the previous procedure, the Traffic Management items has now been taken out from the Preliminaries bill as a separate bill on its own. All the quantities for the items specified in the bill will be Provisional Quantities except for the provision of the Traffic Management plan and safety Page 2

report that will be priced as Lump Sum. Through this procedure, the detailed items, materials and quantities to be provided on site are specified in the bill. In order to ensure that the standard items and devices needed for Traffic Management will be provided for all the projects, the Roads Branch has prepared a Standard BQ for Traffic Management during construction to be used for all new projects. This standard BQ consists of basic items usually used in Traffic Management. Extra special items needed to be used for certain projects can be added to the Standard BQ. The standard BQ is as in Appendix A.

KPKR/J/R/STD/AM 204 in the Standard Drawings for Road Construction. Examples on the estimation procedures for the quantities of Traffic Management are shown in 4.1 and 4.2. The estimations procedures are calculated for the Urban and Rural expansion from 2 lane single carriageway to 4 lane dual carriageway. The BQ for the estimation quantities are in Appendix B1 for Case 1: Construction On Both Sides On Existing 2 Lane Single Carriageway To 4 Lane Dual Carriageway (Urban Roads) and Appendix B2 for Case 2: Construction On Both Sides On Existing 2 Lane Single Carriageway To 4 Lane Dual Carriageway (Rural Roads).

4.0 ESTIMATION PROCEDURES For the estimation of the quantities for devices used in Traffic Management during construction, the typical standard application drawings for specific works during construction can be used as a basis. The existing 'Application of Standard Temporary Signs 1 - 4' numbered as KPKR/J/R/STD/AM 206 - 209' in the Standard Drawings for Road Construction has been revised. The revised application drawings will supersede the existing drawings in the Standard Drawings for Road Construction documents and also the application drawings incorporated in the existing Arahan Teknik (Jalan) 2C/85. Apart from the existing typical application drawings, there is some additional typical application drawings added for other s pecific works. The revised and new typical application drawings are as shown in Appendix C. During the revision process for the existing typical application drawings, there is a need for new temporary signboards to be added. The new temporary signboards added are as shown in Appendix D. These new sign boards will be added to the existing Standard Temporary Signboards numbered Cawangan Jalan, Ibu Pejabat JKR, K.L

The estimations are based on the typical application for Works on Shoulder and Typical Application On A 2-Lane Highway Where The Entire Roadway Is Closed And A Bypass Detour Is Provided (temporary road diversion). The drawings for both the applications are as in Appendix C drawing number KPKR/J/R/STD/AM 208A and KPKR/J/R/STD/AM 207A, respectively. 4.1 Case 1: Construction On Both Sides On Existing 2 Lane Single Carriageway To 4 Lane Dual Carriageway (Urban Roads) 4.1.1

Assumptions:-

i. There is no street lighting in the contract area. ii. 5 km length of construction areas. iii. The construction area shall be segregated from the traffic way from commencement of work to completion time to prevent uncontrolled disruption to the traffic movements. Continuous barriers shall be used to segregate the working areas from the traffic way. iv. The excavation area (work site) shall be Page 3

carried out at 200m length at one time at 4 locations along the 5 km.

To be placed along the road side continuously and at the centre of the two way traffic.

v. There will be 1 traffic diversion at every 5km. The length of temporary traffic diversion is assumed to be 30m length.

Therefore the numbers of barriers needed :-

vi. The traffic diversion costs exclude the earthworks and pavement costs. It com prises cost for traffic signs, devices for traffic management and road markings.

Length of construction area less the length of 4 work site @ 200m at each work site and less the length for the temporary road diversion @30m (30 x 2 - for both side of the road ).

vii. For estimation purposes, the signboard quantities are based on per work site applications. For example, if the total work site is 4 locations, the quantities installed for one work site is multiplied by 4.

= (5000 x 2 ) - (200 x 4 ) - 60 = 9140 nos.

viii.The quantities do not take into consideration the percentage of losses and damages. 4.1.2 Estimation on BQ Items i. Item 1. 1. 1 : Movable Reinforced Concrete Barrier (NJB) or equivalent To be used where excavation on the road side is 1m deep or more. Since each work site is 200m length, therefore the number of concrete barriers needed for each work site is 200 nos. For 4 locations =200*4 = 800 nos. This set (800 nos.) can be use repeatedly throughout the construction area.

For temporary traffic diversion 10 nos. of barrier is assumed (as shown in the typical application drawing for temporary diversion in Appendix C). Total = 14120 nos. iii. Item1.1.4. : Warning Lamp / Blinkers. To be placed on the barriers at 30m interval along the construction area (excluding the work site area and temporary road diversion). To be placed at 10m interval along the excavation work site and at signboards as shown in the typical application drawing in Appendix C.

To be used where excavation on the road side is 1m deep or more. Since each work site is 200m length, therefore the number of concrete barriers needed for each work site is 200 nos.

Assumptions:-

i. There is no street lighting in the contract area.

For 4 locations =200*4 = 800 nos. This set (800 nos.) can be use repeatedly throughout the construction area.

ii. 5 km length of construction areas.

Total = 800 nos.

iii. The excavation work area shall be carried out at 200m length at one time at 4 locations along the 5 km (assuming 2 locations on each side of the road).

ii. Item 1.1.2 Light Weight Movable Barriers (Plastic Barrier)

iv. Paving works shall be done after the road base works has been completed for the whole 5 km. Therefore, the NJB plastic barriers shall be installed along the 5 km at spacing of 4 m apart.

To be used where excavation on road side is less than 1m deep. To replace movable barricade at transition area, buffer area and termination area. To be placed along the road side at interval until the constructed area are paved. Therefore the numbers of barriers needed :-

v. There will be 1 traffic diversion at every 5 km. The length of temporary traffic diversion is assumed to be 30m length. vi. The traffic diversion costs exclude the Cawangan Jalan, Ibu Pejabat JKR, K.L

Due to the inconsistencies in the quality of Traffic Management for road construction projects, there is a need for a standard detailed itemized BQ and estimation procedures. This standard BQ and estimation procedures will be used as a guide for the engineers involved in the design procedures to estimate the Traffic Management costs for a project. It is also a guide for the supervision officer on site to ensure that a proper Traffic Management with enough items and devices be installed on site during construction.
