Practical Skills

As the Hazardous Materials/WMD Operations and Mission-Specific: Personal Protective Equipment (PPE) and Product Control course is predominantly a "handson" program, the evaluation of skills learned during the course is as important as testing the knowledge components. The successful completion of the two (2) skill sheets in this booklet is necessary to fulfill the requirements of each Job Performance Requirement (JPR) listed in Chapter 5, 6.2 and 6.6 of NFPA 1072-2017. Successful completion of all 17 of the practical skills is required for eligibility for Office of the Fire Marshal and Emergency Management (OFMEM) Hazardous Materials/WMD Operations and Mission-Specific: PPE and Product Control certification. It is the expectation that all 17 skills are reviewed and practiced during in class learning. Any request from a Fire Service, College of Applied Arts and Technology, Private Career College or the Ontario Fire College for written and/or practical testing is granted by the Office of the Fire Marshal on the expectation that training on all skills has been completed successfully by each candidate. It is the responsibility of every Hazardous Materials/WMD Operations and MissionSpecific: PPE and Product Control Designated Instructor to ensure that each candidate has been successfully introduced to every skill. Candidates must be prepared to be evaluated on the practical skills contained in this booklet. Every skill on any practical skills evaluation will contain the same components and steps as outlined in this booklet. The booklet should be kept by the candidate or placed in his/her personnel file. Lead Evaluators are asked to complete a thorough evaluation of the two skills contained in the assigned Sequence, ensuring every individual skill is performed to the standard. Scenarios for Use with Skill Sheets Scenario One: Leak at a Fixed Facility (any Skill Sheets) You are responding to a fixed facility chemical plant. It is 10:30 AM and a hot, sunny 25 Celsius day. You notice on your way to the emergency that the wind is out of the west. On route, the first on scene responder gives you the NFPA 704 markings on the leaking container. The plant manager at the gate opening meets you with the SDS sheets for the leaking product. Based on the chemical and skill provided, you take the appropriate actions.

Scenario Two: Spill/Leak - Highway Incident (any Skill Sheets) You are responding to a traffic accident involving a tractor-trailer and car at an intersection. It is 3:00 PM on a cloudy 27 Celsius afternoon. On your way to the emergency you notice that the wind was out of the north. On route, the first on scene responder informs you of the placard on the tractor-trailer. The driver of the tractortrailer meets you on the road near the accident with their shipping papers. Based on the chemical and skill provided, you take the appropriate actions.
