Parliament may not have the deeper knowledge or understanding on the certain fields that required law making so subsidiary legislation give power to those with knowledge to make relevant law. Thirdly, subsidiary legislation can deal with emergency faster. Without having to wait the Parliament to pass an act, the problem can be solved quickly. Another reason is subsidiary legislation is flexible. The act parliament passed may be not up to date with current situation so the subsidiary legislation can cover up the part where parliament not anticipated at the time the legislation had been enacted. Lastly, subsidiary legislation makes the law more specifics. The parent act may mention about the certain law generally.
