BASIC CONCEPTS AND PRINCIPLES

Overview This lesson introduces you to some important concepts associated with ascertaining whether objectives have been achieved or not. Basically, it gives the meanings of test, measurement, assessment and evaluation in education.

Learning Objectives: After successful completion of this module, you should be able to: 1. Distinguish clearly between test, measurement, assessment and evaluation. 2. State the purposes of test, measurement, assessment and evaluation.

Course Materials: The Concepts of Test, Measurement, Assessment and Evaluation in Education Test It is the most commonly used method of making measurements in education. It is also an instrument or systematic procedures for measuring sample of behavior by posing a set of questions in a uniform manner. Designed to measure any quality, ability, skill or knowledge. There is right or wrong answer. “Test is an instrument or systematic procedure for measuring a sample of behavior. (answer the question “how well does the individual performance)”, Norm E. Gronlund “Test is the set of questions each has a correct answer, that examinee usually answer orally or in writing”, Ebel & frisbie “Test is a method by which the presence quality or genuineness of any thing is determined”, Dictionary of education Measurement It refers to the assignment of numbers (quantity), uses variety of instrument: test, rating scale. It is the process of obtaining numerical description of the degree of individual possesses. Quantifying of how much does learner learned. “Measurement is a process of obtaining a numerical description of the degree to which an individual processes a particular characteristic” (Answer the question How much). Norm E. Gronlund “Measurement is to obtain information in quantitative”, Mehrens & Lehmann (1984)

“Measurement is a process of assigning numbers to individual of their characteristic according to specific rules”, Ebel & Frisbie

Assessment It is a process by which evidence of student achievement is obtained and evaluated. Information is obtained relative to objective it includes testing, interpreting and placing information in context. It is the process of gathering and organizing data. It is the basis for decision making (evaluation). Methods of measuring and evaluating the nature of the learner (what he learned, how he learned) “Assessment involves the interpretation of measurement data. It makes sense of data collected on students’ performance”, Murry Print (1993) “Assessment us the process whereby one attempts to measure the quantity and quality of learning and teaching using various assessment techniques”, Dictionary of education (1989) Evaluation It is a process because it includes a series of steps (*establishing objective, *classifying objective, *defining objective, *selecting indicators, *and comparing data with objectives). It is concerned with making judgments on the worth or value of a performance, answer the question “how good, adequate, or desirable”. It is also the process of obtaining, analyzing and interpreting information to determent the extent to which students achieve instructional objective. “Evaluation is the process of collecting, analyzing and interpreting information to determine the extent to which pupils are achieving instructional objectives”, Norm E. Gronlund “Evaluation is the systematic process of determine the extent to which educational objectives are achieved by the pupils”, Murry print (1993) “Evaluation is a process of obtaining & providing useful information for judging decision alternative”, Mehrens & Lehman “Evaluation is an information gathering process that result in judgment about the quality or worth of a performance, product, process or activity”, Ebel& frisbie (1991)
