Key Documents - ‘Successful Futures’ and ‘Literacy and Numeracy: Your Questions Answered’ The LNF sets the skills we expect learners to develop. Within literacy we expect learners to become accomplished in: oracy, reading and writing across the curriculum. Within numeracy we expect learners to become accomplished in: developing numerical reasoning, using number skills, using measuring skills and using data skills. Background to the LNF: Following Estyn reports on the evaluation of the non-statutory skills framework as ineffective, from September 2013 the National Literacy and Numeracy Framework (LNF) became a statutory curriculum requirement. Assessment against the LNF became a statutory requirement from September 2014. The final version of the LNF was a result of research into assessment, recording and reporting research and successful international systems. All these areas have shown that Wales needs to improve its levels of literacy and numeracy across the population. Inclusive of all learners - focuses on learners’ acquisition of and ability to apply, the skills they have learned to complete tasks appropriately for their stage of development. Expectations are given for each school year from Reception to Year 9. Designed to be inclusive of all learners, including those with additional learning needs and more able and talented learners. Key Aims of the LNF:
Help teachers of all subjects to identify and provide opportunities for learners to apply literacy and numeracy across the curriculum, and is broken down by year groups
Describe, with precision, the annual national expectations for literacy and numeracy for learners 5-14, and progression indicators for learners with additional learning needs
Help determine learner progress in literacy and numeracy and provide annual reports to parents/carers based on teacher assessment so that teachers, learners and parents/carers are all clear how learners are progressing and what are the next steps
National Support Programme (NSP) - training and guidance materials have been provided to support schools. In addition, there is also an ongoing support programme that is providing ‘hands-on’ training and CPD for all schools and teachers.
Literacy and Numeracy Skills Development
A continuum - not a series of discrete skills
Cumulative - each element/aspect must be achieved and consolidated in the previous sections
Inherent - the skill is assimilated, used until embedded, not just shown once
The LNF will be used: to support learner progress, classroom and curriculum planning; to assess individual progress and to generate informed discussion with learners, parents and carers and between teachers about learners’ strengths and areas for development. To assess larger group progress to inform school development planning. It is important to remember that the LNF focuses on the learners’ acquisitions of and ability to apply skills and concepts to realistic tasks. The LNF should be used to (Welsh Government 2013):
Develop curriculum content to ensure that all learners have opportunities to develop and refine the skills set out in the LNF
Integrate literacy and numeracy into their teaching - whatever the subject matter
Inform discussions with parents/carers, learners and other teachers about learner performance
Help learners with their own self-assessment activities and planning for learning
Monitor, assess and report on individual learner performance
Identify learners who may benefit from intervention or who are working beyond age-related expectations
Using the LNF to support planning:
Assessing the LNF - effective LNF ARR strategy and practice: 1. Assessment informs planning and delivery of the LNF 2. Assessment is planning, robust and reliable; outcomes are recorded in ways that are useful 3. Assessment information, including results in the National Reading and Numeracy Tests and teacher assessment, is considered to give an overall picture of achievement and attainment 4.
