Description

INTRODUCTION The government of Punjab is planning to construct Rawalpindi ring road (R3) on priority as the project has been a dire need for inhabitants of twin cities (Rawalpindi & Islamabad) for last 2 decades. The project not only benefit the traffic decongestion in the twin cities but also provides the clean, healthy & safe environment in addition to the national economic growth due to Special Economic Zones (SEZs) earmarked along with the alignment of R3 project. The road originates from National Highway (N5) near Rawat (Radio Pakistan) passes through Motorway M2, Islamabad International Airport, CPEC route, Motorway M1 and terminates at National Highway Sangjani to merge in to Margalla road.

PROJECT OBJECTIVES  Ease congestion on the urban transportation system of twin cities (Rawalpindi & Islamabad).  Curtail travel time and cost for the road users.  Prompt Rawalpindi city’s decongestion by identifying potential sites for economic zones.  City clusters (Business hubs, industrial zones, transport terminals, mixed use residential estates, education hubs, health city, vegetables/fruits market, whole sale market, dry port, recreational parks, logistic hub etc.) is being planned alongside the Rawalpindi ring road for economic uplifting of the origin.  Increased population with access to quality, all season roads.

PARENT ORGANIZATION, CLIENTS, AUDIENCE Role of Government Agency    

Provision of land for construction of road. Encumbrance free ROW. Provision of government support (Viability Gap Fund). Assist in obtaining necessary approvals.

Role of Private Party  Design, finance, build, operate, and transfer.  Transfer of asset to government agency after completion of the concession period. Role of Financing Source The financing source are as follows: LOANs/CREDITs/OTHERS

Role of Bank’s  The Bank’s Environmental and Social Framework (ESF) will be applicable to the proposed project, and the Environment and Social Standards (ESSs) will be applicable for screening, categorization, and due diligence with respect to specific contexts of the subprojects.  As per the Bank’s ESF, the project is proposed to be Category A, considering the nature of the project activities and local environmental and social contexts.  As part of project preparation, instruments, such as the Environmental and Social Impact Assessment (ESIA) and the Environmental and Social Management Plan (ESMP), Resettlement Policy Framework (RPF), Resettlement Action Plan (RAP) should be prepared in parallel with other project documents, under the ESF. PROBLEMS & CHALLENGES 1. The biggest problem is to acquire land from citizens living in route of this project. 2. Most of the land is agriculture and people have built their farmhouses on this land so it would be difficult to engage them. 3. Most of the people living in this route are poor people so they earn their livings on their agriculture land by farming selling their vegetables, wheat etc. so it would be difficult to engage them 4. Chances of protest by the families, strikes on this route. 5. Political issue as the project was initiated by ex-government.

SOLUTIONS TO THESE CHALLENGES

1. To accommodate citizens Land or homes should be given against their land. 2. Although it is difficult to find agricultural land but in order to satisfy people land which can be made suitable for agriculture should be given otherwise paid reasonable amount of money. 3. Opportunities should be offered to the poor citizens, that are being provided by this construction and the traffic coming along with it. 4. If accommodated accordingly and justly there will be no protest. 5. Credit taken by current government....
