CHAPTER- 30 WELAFRE 1. INTRODUCTION The State of Uttarakhand has enacted the Act called "The Uttarakhand Police Act, 2007 (hereinafter referred to as the Act, 2007)." The preamble of the Act reads as under:"To provide for establishment, regulations and management of the police, redefine its role, duties and its responsibilities and to enable it to function as an efficient professional effective, accountable and people friendly and responsive agency by taking into account the emerging challenges of policing, enforcement of rule of law, the concern for the security of the State and the people, good governance and human rights." Chapter IX provides for welfare and grievance redressal:1 Section 78 Provides that there shall be a Police Welfare Bureau (hereinafter referred to as the 'Bureau'), which shall be headed by an officer, who shall not be below the Rank of Deputy Inspector General of Police. The functions and duties of the Bureau reads as under:(a) health cure, particularly in respect of chronic and serious ailments, which include the postretirement health care schemes for police officers and other personnel and their dependents, as are applicable to the employees of State Government; (b) Medical assistance to police officers and other personnel, suffering injury in the course of the performance of duty, as determined by the State Government; (c) Financial assistance to the next of kin of those dying in action, as determined by the State Government; (d) Education and career counseling and training in appropriate skills for dependents of police officers and other personnel, as determined by the State Government; and

(e) Appropriate legal facilities, relating to bona fide discharge of duties, as determined by the State Government." So, under this act a special reference has been given for Welfare of Police personnel serving the state or has served the state in his/ her lifetime and to their dependants.

2. ROLE OF WELFARE SCHEMES: Welfare schemes play an important role in the context mentioned above. National Police Commission has held that welfare in the Police defers from any of the schemes for the welfare of other Government servants. The manner in which Policemen live and serve and their exceptional handicaps make welfare specifically important. Such measures have generally been accepted as normal by industry in the private and public sector where they are almost completely supported by institutional funds but Police welfare measures have suffered owing to inadequate appreciation of their importance and lack of enthusiastic involvement at various levels.

The National Police Commission has held that Police welfare schemes may be broadly divided into two categories. The first category would cover such items like Pension, Gratuity, medical facilities, housing which would be deemed as a part of conditions of service and therefore should be funded fully and adequately by the Government. The second category would cover such measures like welfare schemes to provide work for police families and help in augmenting their income, financial aid and encouragement for pursuing higher studies by police children, financial relief in distress situations not provided for under the regular rules, recreation and entertainment facilities for families. Presently, various welfare schemes in Police generally focus on (1) Financial assistance for medical treatment (2) Financial assistance for education of children (3) Education related other aspects, such as scholarships/ Reservations of seats (4) Welfare of the retired personnel.(5) Regimental funds for various entertainment programs etc. (6) Making available some important consumer items at concessional rates through CPC. Thus, broadly the present welfare schemes focus on providing financial assistance in various situations and education related support. 3. POLICE WELFARE SCHEME IN UTTARAKHAND:

1. POLICE GUEST HOUSE:2 As police guest house are for police personnel of state and interstate police personnel can also take privilege of guest house as per Uttarakhand government there are 12 Police guest house in 12 location of the state which are happily serving the personnel as per the required stage. 2. POLICE CANTEEN: Since 15 June 2010, DGP Uttarakhand has introduced Police canteen which will provide its services in every district of Uttarakhand. The canteen has the same criteria of work as it is in Central Police canteen i.e. as a measure of welfare for the serving and retired CAPFs (BSF, 2Official Website of the UTTARAKHAND POLICE Govt. of Uttarakhand, https://uttarakhandpolice.uk.gov.in/pages/display/301-police-guest-house, (last visited on July 07, 2020).

CRPF, CISF, ITBP, SSB and Assam Rifles) personnel, the Ministry of Home Affairs has set up the Central Police Canteen System that came into existence on 26th Sept 2006. As of now we have 126 Master Canteen which act as Distribution Centre and 1042 Subsidiary Canteen which sells products to our troops and families. Like other products CPC has also registered two wheeler and four wheeler firms to provide vehicles to own troops at cheaper rates. Later on, Central Police Canteen facilities has also been extended to various departments under MHA personnel and other central security agencies personnel wiz RPF, I.B, SPG, NCRB,NIA and all State Police Organizations. 3. JEEVAN RAKSHAK NIDHI:  An amount of Rs.2,06,84,129-00 has been sanctioned from Police Headquarters / Karma from Headquarters Life Guard Fund for treatment of serious illness.  The dependents of a policeman who received Virgati during the duty have been paid an ex-gratia amount of Rs. 5 lakhs received from the Uttarakhand Government.  Since the formation of the state, under the Personal Accident Insurance Scheme, the dependents of some 158 deceased police personnel have been paid Rs.3,31,80,000.00 by the concerned insurance company.  The welfare work of the policemen was done with the amount of Rs. 4,76,67,000.00 grant money received under the welfare fund like utensils for mess, furniture, solar water heater, gas stove, India marca hand pump, digital camera, library with informative books, accident insurance etc. 

Under the scholarship, a sum of Rs. 17,34,500.00 has been sanctioned to a total of 412 meritorious children of police personnel from the year 2006 to 2011.

 For the welfare of personnel’s serving in Police stations Rs. 350 P/m transport allowance is given i.e. Motor vehicle Allowance.

 Officers from Police Department have been covered by LIC under Group Insurance Savings Scheme since August 2010. Under this scheme, a total amount of Rs. 76,81,235.00 has been paid to the families of 77 deceased policemen.  Uniform allowance for non-gazetted officers of Police Department has been increased from Rs. 1500 to Rs. 3000 every 5 years and washing allowance from Constable to Inspector has been increased from Rs. 30 to Rs. 100 per month.  Post-wise nutritious diet has been increased by Rs. 150 - 150 for officer employees of Police Department.  Under medical reimbursement, a total amount of Rs.13,05,18,22 has been paid to 10643 policemen and their dependents have been paid so far.  An amount of Rs. 20,000 has been sanctioned to a policeman from Government level for being seriously injured during duty.  CPC Canteen arrangement has been made in every district unit to provide goods to the officers employed in Uttarakhand Police at greener rates. 4. PAYSLIP: 3 Directorate Of Treasuries, Pension & Entitlements: Integrated Financial Management System (IFMS) web portal is designed and developed to provide user interface to various users of treasury department in the state. This portal provides real time financial transactions of State Government performed at 86 Treasuries/Sub Treasuries connected through dedicated lease line across the state. Department of Finance, Treasuries, Secretaries, Head of Departments, DDO's, CCL/PLA Department, Finance Controllers, Bankers, Employees and Pensioners can get instant information through internet by using their login and password. This will help more than 4200 DDO’s, 400 CCL/PLA users to prepare Online Bills/Echeque/Online Pension Papers of the state & to reconcile the receipt and payment details with treasury figures. This portal facilitates online budget distribution and surrender by 68 Secretaries 3 Directorate of Treasuries, Pension & Entitlements, https://ekosh.uk.gov.in/, (last visited on July 15, 2020).

& 120 HODs, they will be benefited to get their grant/scheme wise progressive expenditure / Budget details. This Portal also provides facility for online salary generation and payment for various autonomous bodies of state Government (universities, aided institutes) 5. GPF DETAILS4: The General Provident Fund is a savings-cum retirement scheme, particularly for government employees. Non-government employees cannot contribute to a GPF account. This point functions as a key difference between PPF and GPF. A government employee who is a member of GPF needs to contribute a portion of their income regularly till such time when he/she is employed. The accumulated corpus can be withdrawn once an individual retires. The balance in a GPF account is also eligible to earn interest at a fixed rate. The central government revises this rate from time to time. The General Provident Fund Interest Rate for the 1st Quarter of Financial Year 2020 – 21 (April to June) is set at 7.1%. In the previous quarter, it was set at 7.9%. 6. NPS DETAILS: The National Pension System is a voluntary defined contribution pension system in India. National Pension System, like PPF and EPF is an EEE instrument in India where the entire corpus escapes tax at maturity and entire pension withdrawal amount is tax-free. 7. POLICE PENSIONERS WELFARE COMMITTEE: For the retired officers and employees of Uttarakhand Police, the police department has prepared to create a welfare fund. Along with this, Police Welfare Bureau will also be formed. Those who have dedicated their entire lives to the Police Department, the Police Department has the responsibility of their welfare after retirement. 8. POLICE MODERN SCHOOL: Dreams fuels that spirit craves. It is important to dream for each one of us on earth because dream permit each of us to be quietly and safely insane. With such high dreams , with the same aim to meet the educational requirements of Police children this school has been established under the welfare scheme for imparting education to the children of Police/ PAC and civilians. These schools are almost in every district of the state to serve the children of police personnel. 4. CONCLUSION: There is a significantly positive co-relation between the awareness of welfare schemes and total life satisfaction as well as specific domains of life satisfaction.

Most importantly, the welfare schemes under the heading

“Other Schemes” have significant co-relation with almost all the domains of life satisfaction. This underlies the need for proactively thinking of new schemes which would address the issue of personal development, personal stress, counseling, etc. Awareness of welfare schemes has also significant positive impact on quality of life satisfaction in the areas of education, retired personnel and other schemes. Life satisfaction as well as Quality of life, both are significantly co-related with welfare schemes. These welfare schemes under the chapter are provided in such a bad condition that it would be better to stay away if we take the example of Police canteen, it is not up to the mark. And another thing is that the data for the welfare schemes are not updated once in every it should be done on quarterly or half-early basis.

5. WAY FORWARD: The police job itself has become more demanding – increased urbanization, proliferation of media, increased accountability, expanding nature of job with relative stagnation in manpower and resources have changed the very nature of the police job. Welfare in the police differs from any of the schemes for the welfare of other Government servants. The manner in which policemen live and serve and their exceptional handicaps make welfare specially Important. Such measures have generally been accepted as normal by industry

in the private and public sector, where they are almost completely supported by institutional funds but police welfare measures have suffered owing to inadequate appreciation of their importance and lack of enthusiastic involvement of the Government, police leadership and the police personnel themselves in organizing such measures. Governments have tended to accord low priority to the funding of police welfare measures. Police leadership does not appear to have realized its responsibility to take the initiative and organize such measures with a total and complete involvement of the personnel in maintaining them. The rank and file themselves have tended to view these measures as a responsibility of the Government, and have been inclined not to perform their own contributory role in full measures....
