To achive the goal, in the education system in school has developed three sub systems, administration, instruction, and pupil/ student personal service. Guidance and counseling program is from pupil/ student personal service. Strengthen character education can be realized through the management of Islamic guidance and counseling. According to management concept, implementation of guidance and counseling management is the one of manivestation systematic program about how to plan guidance and counseling activity, how to lead human resource in the organization to achieve the goal, to control how activity of guidance and counseling, and evaluate it. So, the management of Islamic guidance dan counseling can achieve the education goal exspecially in strengthen education character. ABSTRAK Pentingnya pendidikan karakter adalah kearifan dari keanekaragaman nilai dan budaya kehidupan bermasyarakat untuk membangun keberadaban bangsa. Untuk mencapai tujuan tersebut, dalam sistem pendidikan di sekolah telah dikembangkan 3 sub sistem, yang meliputi subsistem administrasi (administration), subsistem pengajaran (instruction) dan subsistem pemberian bantuan atau pembinaan siswa(pupil/student personal service).
