GROUP DISCUSSION #3 KEY IDEAS/CONCEPTS - Importance of CCLR (Child Care Licensing Regulation) - Licensees & Licensing Officer - Importance of training Collaborative Response The ideas that we felt were important and resonated with us the most is the importance of the Child Care Licensing Regulation & the relationship between the CCLR, Licensing Officer and Licensees. According to the Child Care Licensing Regulation, it is of the utmost importance for the CCLR to “[provide] opportunities for social, emotional, physical and intellectual growth”(Child Care Licensing Regulation, n.d., p.3) for the children. In other words, it is in the CCLR’s intention to deliver opportunities for high-quality child care services in British Columbia and to help children and families be able to have access to it. This also shows how important it is for the CCLR to maintain this position as the “purpose of CCLR is to ensure the provision of quality child care services in BC,” (Child Care Licensing Regulation, n.d., p.3). The article also mentioned that the framework has been altered to “allow for more flexibility and adaptability in meeting the needs of the children in care,” (Child Care Licensing Regulation, n.d., p.3). This proves that as educators, we should be aware that every childcare centre is different and unique from the other. Each child care centre is unique and has its own various and different needs based on the individual context that they are situated in and the children that come to the centre. If the licensee’s become focused on simply checking off the boxes and making sure they are following these set of rules, it would be unrealistic and unfair for the child centres and children. We “must look at each situation individually, resisting the temptation to apply a ‘cookie-cutter’ approach to an issue or compare facilities,” (Child Care Licensing Regulation, n.d., p.4). It would only do the opposite of what the CCLR is achieving to do. As mentioned in the article, childcare centres are always changing and evolving, therefore licensees need to be open-minded to the new ways of learning while also protecting the safety of children (Child Care Licensing Regulation, n.d.). Another concept our group agreed upon is the importance of having more training, programs, and education for qualified educators, so that children will be in safe hands. When educators are willing to always be students in their form of work and are actively accumulating new knowledge and skills to support children’s development; high-quality care can be accomplished. This connects with the common goal of Licensees and Licensing officers, where they aim to “ensure that children in care are safe from harm” (Child Care Licensing Regulation, n.d., p.4). The relationship between the CCLR, Licensing Officers and the Licensees are vital for

ensuring the health and safety of the children under the care of responsible adults or early childhood educators and to support their learning as well, (Ministry of Health & Regional Health Authorities, 2016). This partnership, “creates opportunities for a relationship based on mutual learning, education and collaboration rather than on rule-based enforcement”(Ministry of Health & Regional Health Authorities, 2016, p. 4), as a group, we have discussed how this allows the voices and ideas of everyone to be heard, as well as being listened to. Furthermore, the relationship between educator and Licensing Officers is more positive, where both parties are listening to one another, and collaborating together as one, to figure out a solution that best suits the children's needs.
